Why some PDFs won't fill
Every "PDF form" is one of three things, and only one of them is actually fillable here. The first is a real form - an AcroForm, with genuine interactive fields. Load it and the fields appear; this is the happy path.
The second is a picture of a form: a scan or export where the boxes and lines are just drawn on the page. There's nothing for software to detect. When that happens, use our Sign PDF tool instead - it places text boxes at any position, which is how you "fill" a flat form. The third is an XFA form, an old Adobe LiveCycle format still used by some government agencies. Browsers cannot render XFA at all, so we detect it and say so plainly rather than hand you a broken file - those need Adobe Reader itself.
One recommendation regardless of type: if the filled form is going to someone else, flatten it on download. An unflattened form is still editable by whoever receives it, and "someone amended my answers" is not an argument you want to be having later.

Does my form data go to a server?

What if my PDF has no fillable fields?
It's probably a scan - a picture of a form rather than a form. Open it in our Sign PDF tool and place text boxes wherever the blanks are; the effect is the same.
What is an XFA form, and why is it not supported?
A form format from Adobe LiveCycle, used by some government agencies. No browser can render XFA - if we detect one we tell you straight away instead of producing a corrupted file. Adobe Reader handles those.
Can I stop the answers being edited afterwards?
Tick the flatten option before downloading. It converts the fields into fixed page content - what you typed becomes what the page says, permanently.
Can I sign the form too?
