The case for flattening before you hit send
A filled PDF form is still a form. Email it, and the person on the other end can click into any box and type over what you wrote - change a quantity, a date, a rate - and forward it along as if that's what you submitted. Not common. Not impossible either, and impossible is what you want for anything with numbers on it.
Flattening removes the mechanism. Field values are drawn onto the page as ordinary content, the interactive layer is dropped, and the file behaves like a printout: readable everywhere, editable nowhere near as casually. It's also the standard fix for two everyday annoyances - forms whose contents print blank on some printers, and forms that display oddly in non-Adobe viewers. Both are interactive-layer problems, and both disappear when the layer does. Keep your own unflattened copy in case the answers ever need updating; flattening has no undo.

It says no form fields were found - why?
The PDF has no interactive layer to flatten - it's already flat. You'll get the file back unchanged, and nothing needed doing in the first place.
Is a flattened PDF tamper-proof?
It resists casual edits, nothing more - determined editing software can still alter it. Tamper evidence takes cryptography: a sealed signature that breaks visibly if the document changes, which is what Document eSign applies.
