Why your rotation keeps unsticking
Every PDF reader has a rotate button, and it fools everyone once. That button rotates the view - your screen, right now, this session. The file itself still carries the old orientation, so the moment you email it, print it, or reopen it, the page is sideways again.
The fix is a flag inside the file: each PDF page stores its own rotation value, and changing that value is what this tool does. Ninety-degree steps, per page, written into the document. Scanners are the usual culprit - feed a landscape exhibit into a duplex scanner and it comes out cocked at 90 degrees while the rest of the stack is fine.
